Best Visualisation Code: Are we allowed to use jQuery

Hi, sorry i know jQuery was built from javascript but, just to be sure, because i don't want to take any chances are we allowed to use jQuery? And as for the Best API use are we allowed to use Php?

    For the Best Visualization (Code) category, as described in the requirements, you may use any HTML, CSS or Javascript code you wish. Any CSS or Javascript framework is permissible.

    For the Best API category, you may use any technology you wish that is capable of making REST calls.
